It simply moves as fast as light in its territory allows, which is faster than anything else at this tier can process. The 1 Power is all it needs because the target doesn't have time to respond before it lands.
Finishing Move: Light Speed: Moves at the speed of the light rays that fill its territory – which is to say, faster than the opponent can process the movement as occurring. The 1 Power lands from a position of complete temporal surprise.
