It rules through storm conditions that it sets before engaging, making the 9/9 stat line operate in a battlefield already optimised for Lightning. A card whose equal stats disguise an asymmetric advantage: it is always fighting in its own climate.
Finishing Move: Storm Sovereignty: Claims Storm Sovereignty across the full battlefield – the declaration makes Storm Kingdom conditions active everywhere. Under Storm Sovereignty, Lightning cards operate at maximum advantage and everything else operates in conditions it didn't prepare for.
Synergy & Rivalry: The sovereignty Legendary in Lightning. Air's Storm Lord is its direct governance peer – two Legendary monarchs from adjacent high-energy affinities with the same Speed ceiling and an unresolved dispute about which of them actually controls the weather.
